Unified Pension Scheme (UPS) – Effective 1 April 2025

Notified via CCS (Implementation of UPS under NPS) Rules, 2025 by DoP&PW. Replaces NPS for Central Government civil employees. Key provisions: 50% of the average basic pay of the last 12 months before retirement after 25+ years of qualifying service; proportional pension for 10–24 years; guaranteed minimum pension of ₹10,000/month after 10 years; family pension at 60% of the retiree's last pension; and inflation indexation via AICPI-IW. Existing NPS employees had the option to switch to UPS.

Old Pension Scheme (OPS) – CCS (Pension) Rules, 2021

Applies to Central Government employees who joined service on or before 31 December 2003. Full pension = 50% of last basic pay after 33 years of qualifying service. Proportional pension applies for 10–32 years. Minimum pension is ₹9,000/month. Voluntary retirement requires 20 years (Rule 48-A) or 30 years (Rule 48) of service – but the full-pension threshold remains 33 years. Up to 5 years' weightage may be added for pension/gratuity on VRS, provided total does not exceed 33 years or the superannuation date. Commutation of up to 40% of pension is allowed.

Family Pension

Under UPS: spouse receives 60% of the retiree's last pension. Under OPS (CCS Pension Rules 2021): enhanced rate of 50% of last basic pay for the first 7 years or until the deceased would have turned 67 (whichever is earlier), then normal rate of 30%. Minimum qualifying service for family pension eligibility: 1 year.

Why ₹33,850? Under OPS (CCS Pension Rules 2021), full pension = 50% of last basic pay after 33 qualifying years. This employee will complete exactly 35 years of service by retirement date (Aug 2000 → Jun 2035), which exceeds the 33-year threshold — so they receive the full 50%: ₹67,700 × 50% = ₹33,850/month. Note: actual DA, commutation and pay revision are not included in this estimate.
